User Operations is a critical organization at OpenAI—responsible for how we support, protect, and scale experiences for users globally. This includes functions such as Trust & Safety, Support Operations, Technical Support, and Fraud & Risk Operations. Hiring in this space is essential to ensuring our products are safe, reliable, and deliver exceptional user experiences at scale.

About this Role

We are looking for an experienced Recruiter to focus on building and scaling our User Operations organization. This role involves leading full-cycle recruitment efforts, from initial role definition to offer acceptance, across Trust & Safety, Support Operations, Technical Support, and Fraud & Risk.

You will own end-to-end hiring strategy for User Operations—partnering closely with hiring managers to identify talent needs, build strong pipelines, and drive excellence across all stages of the candidate funnel. You’ll play a key role in shaping how these teams scale globally and ensuring we bring in high-impact talent to support our growing user base.

Reporting to our Head of GTM and Business Recruiting, you will collaborate closely with hiring managers and global recruitment colleagues to ensure a seamless and effective hiring process.

Your Responsibilities:

  • Manage full-cycle recruitment for User Operations roles, including identifying talent needs, managing the recruitment process, and negotiating offers.

  • Partner deeply with User Operations leaders to develop targeted hiring strategies across Trust & Safety, Support, Technical Support, and Risk functions.

  • Own and drive top-of-funnel talent strategy—proactively sourcing, engaging, and converting high-quality candidates in these domains.

  • Build and maintain strong pipelines for high-volume and specialized roles within User Operations.

  • Ensure an outstanding candidate experience by representing OpenAI professionally and upholding our commitment to diversity and inclusion in all hiring practices.

  • Collaborate with internal teams such as HR, Legal, and Compensation to ensure compliance and operational excellence throughout the recruitment lifecycle.

  • Utilize advanced sourcing strategies and tools to attract and engage top-tier candidates, with a focus on enhancing diversity within our teams.

  • Provide expert guidance to hiring managers on interviewing best practices, candidate evaluation, and market insights specific to User Operations talent.

We’re Seeking:

  • 7+ years of full-cycle recruiting experience, particularly within in-house environments at high-growth companies.

  • Strong experience hiring for User Operations, Trust & Safety, Support, Technical Support, or Fraud & Risk organizations.

  • Demonstrated success in building and managing top-of-funnel pipelines through advanced sourcing strategies.

  • Excellent communication skills and the ability to engage effectively with diverse teams and stakeholders across cultures.

  • A high level of adaptability in fast-paced, evolving environments—balancing strategic vision with hands-on execution.

  • A continuous improvement mindset and the ability to evolve processes to meet global hiring needs.

  • Proficiency with ATS and sourcing platforms such as Ashby, LinkedIn Recruiter, and other modern recruitment tools.

Workplace & Location

This role can be based in our San Francisco or New York City office. We are also considering applications to work remotely from within the U.S. If you're remote, we ask that you're open to occasional visits to our HQ when it makes sense for your role.
